Brazil Not determined on IMF candidate

Mexico's candidate for IMF chief, Central Bank chief Agustin Carstens, says he'll push for a lot more power to emerging economies. He made the comments at the start off of a brief tour of Brazil, hoping to win crucial backing for his bid to lead the global lender.

Carstens is in Brazil on the third leg of a global tour to drum up support for his candidacy to lead the Washington-based IMF. So far, he's up against French Finance Minister Christine Lagarde, who kicked off her own worldwide campaign in Brazil earlier this week.

Even though Brazil has been among the loudest voices calling for much more say for emerging markets in global economic affairs, government sources say the country is leaning toward Lagarde because she is seen as having far more clout within the IMF to push by way of reforms.

Carstens arrived in the capital Brasilia and met with Finance Minister Guido Mantega. Mantega welcomed his candidacy, but said Brazil necessary more time to determine which candidate to back.

Mantega added, it was critical to have a candidate from an emerging economy for a job that has traditionally been held by a European, and that it would be a step forward if the next IMF chief was chosen on merit as opposed to nationality.

Carstens says he's received expressions of support from significantly of Latin America, despite having no official backing yet.

He says emerging economies should have more decision-making power inside the IMF.

Agustin Carstens, Mexican Central Bank Chief stated "The moral weight and power that emerging countries have due to their management of economic policies within the past couple of years could be recognized inside an institution where countries like Mexico, Brazil, China and South Africa have a larger say and could influence the policies of the International Monetary Fund."

The Brazilian Finance Minister also said that the fund ought to mirror the G20 group.

Guido Mantega, Brazilian Finance Minister said "The monetary fund cannot regress. It cannot go back to what it utilized to be -- a representative of the G7, of the G8. It has to be in tune using the G20, which these days represents developed and emerging countries."

During Lagarde's check out to Brazil this week, she told the country what it wanted to hear -- that she would push reforms to give emerging economies a lot more say in IMF decision-making. The board has a June 30th deadline for choosing a successor.

Japanese Prime Minister Cabinet decided to continue the party rebels

Japanese Prime Minister Naoto Kan has decided to keep four cabinet members who submitted their letters of resignation earlier this week saying that they would vote against Kan in a no-confidence vote at parliament, Japanese media reported Friday.

The ruling Democratic Party of Japan (DPJ) lawmakers who are close to Kan's rival Ichiro Ozawa challenged Kan on Wednesday, saying they would back a no-confidence motion against the Kan cabinet that was submitted to parliament by the opposition camp the identical day. But the four voted against the motion Thursday.

Kan survived the no-confidence vote after he stated he would step down once the country's recovery from the great earthquake and tsunami takes hold at a party meeting just prior to the vote.

Even so, ruling and opposition lawmakers slammed Kan on Friday, as he hinted that he would stay in power until around January, when the crippled Fukushima No.1 nuclear power plant reaches the target of being under control.

Kan's predecessor Yukio Hatoyama, who supported the premier and voted against the no-confidence motion on Thursday on condition that Kan would quit soon, denounced Kan for backpedaling on his word, saying Kan "should not act like a crook."

China checks up on DEHP products

China's top quality watchdog has ordered more intensive supervision over food imported from Taiwan, as some toxic drinks have been already found in the mainland market.
This small free trade market in Xiamen city, is a major place for cross strait sales exchanges. But many shelves have quickly emptied since the DEHP scandal, and businesses have been affected.
Distributor of Xiemen, Fujian province said "The tainted drinks are supposed to be sent back to Taiwan but it might not be feasible. They will have to be destroyed. I think my loss will be compensated by the factory in Taiwan. "
A total of ten Taiwan enterprises have so far been banned from exporting to the mainland, including popular names such as Uni-President. The company was found to have exported 200 cases of tainted asparagus juice to Fujian province. A spokesman from the company said these toxic drinks have now been recalled.
In the meantime, food additives containing DEHP were also found to have been distributed to southern China's Guangzhou, Jiangmen, and Dongguan areas. Mainland-produced drink products have been declared safe for the moment after a sampling check of 17 brands proved DEHP free.
China's General Administration of Quality Supervision, Inspection and Quarantine has stepped up its investigations, and many online shops were also asked to stop selling the blacklisted products.

Commission to start an argument in Pakistan Osama

A Pakistani government's commission, mandated with ascertaining the facts about the presence of Osama bin Laden in Pakistan and probing the U.S. unilateral raid that killed the al-Qaida chief, faced controversy before it kicked off the highly important investigation.
The five-member commission was to be headed by Justice Javed Iqbal, a Supreme Court judge, and its other members include a retired lieutenant general, a former Supreme Court judge, a former police chief and a former ambassador, the prime minister office said.
The commission was constituted on Tuesday some two weeks after the Pakistani parliament approved a unanimous resolution demanding that an independent commission investigate the May 2 U.S. incursion.
The U.S. unilateral action to kill Osama bin Laden had sparked a widespread protest across the country as the country's radar system could not detect movement of the U.S. military helicopters, which conducted some 40-minute operation in the garrison city of Abbottabad.
According to Prime Minister Yousuf Raza Gilani's office, the commission's mandate includes establishing "the full facts" regarding Osama's presence in Pakistan, as well as details about the U.S. incursion.
The commission shall determine the nature, background and causes of lapses of the concerned authorities, if any. The commission shall make consequential recommendations, it said.
No time frame was given to the commission to complete its work but high hopes were attached to the inquiry body as the U.S. action was considered as a humiliation to the Pakistani leaders.
As the prime minister's office announced the panel, a controversy over its composition surfaced before it kicked off its work. The opposition leader and former Prime Minister Nawaz Sharif blasted the government for not consulting the opposition on the formation of the commission. He also said that even the members of the commission were not taken into confidence by the government.
Former Supreme Court Judge, Fakhar-ud-Din G. Ibrahim, who was nominated member of the commission, refused to become the member. Ibrahim said that he was not informed before his nomination and he would not be able to work.
Chairperson of the Supreme Court Bar Association, Asma Jehangir, said that the Chief Justice of the Supreme Court was not informed about the Supreme Court judge's nomination as head of the commission. She said that the Chief Justice told her that he was consulted before the announcement of the commission and nomination of the apex court judge as its head. She argued that only the Chief Justice can nominate a judge for any inquiry.
The panel could not start work which would further delay investigation into the U.S. incursion and presence of the world most-wanted man in the Pakistani garrison city. Pakistan is under mounting international and internal pressure to investigate the local network, which facilitated Osama bin Laden to live in Pakistan for years.
U.S. Secretary of State Hillary Clinton who traveled to Islamabad late last month on an unscheduled visit, pushed Pakistan for investigation into the whole Osama episode. The whole world and Pakistanis are awaiting an independent inquiry how Osama bin Laden stayed for five years in the Pakistani city and how the country's intelligence failed to know about his whereabouts.
Pakistanis are also demanding as to why Pakistan's radar system failed to detect the U.S. intrusion and 40-minute operation by the U.S. navy SEALs in the sensitive military areas without the knowledge of the Pakistani military. Pakistan's military and Air Force had also launched its own inquiry but there has been no result so far.

The number of permits for new houses in New Zealand fell by a third in April from the year before

The number of permits for new houses in New Zealand fell by a third in April from the year before, the government statistics agency announced Friday.
Just 893 new homes, excluding apartments, were authorized, down 32 percent from April last year, said a statement from Statistics New Zealand.
These figures were consistent with the longer-term trend, which showed approvals for new houses had fallen by almost a third since March 2010, but data for recent months showed the rate of decline easing, said the statement.
"While the overall level of consents is low, with many series still decreasing, there are signs that the decline in residential building consents is easing," business statistics manager Kathy Connolly said.
"When the volatile apartment numbers are excluded, and after adjusting for seasonal factors, there have been increases of more than 3 percent in each of the latest two months."
For new homes authorized, including apartments, the picture was similar. In April, 927 new homes were authorized, down 34 percent from April 2010.
The trend had fallen almost one-third since April 2010, to the lowest level since 1982.
The seasonally adjusted number fell 1.6 percent, following a 2 percent rise in March.
The largest fall was in Canterbury, where an earthquake in February killed at least 181 people, with 68 fewer new homes, but similar-sized falls were seen elsewhere.
The value of consents issued for residential buildings was 354 million NZ dollars (288.72 million U.S. dollars) in April, down 26 percent compared with April 2010. The value of non-residential buildings fell 23 percent to 252 million NZ dollars.

China's credit rating provider, Dagong Global Credit Rating Co. Ltd.,downgrades Greece's credit rating

China's credit rating provider, Dagong Global Credit Rating Co. Ltd., announced Friday that it has adjusted its rating for Greece's local and foreign currency sovereign credit from BB to CCC level.
The rating agency described the country's credit outlook as "negative" for the next two years while also warning of short-term debt default risks.
Dagong said the downgrade reflected the deterioration of the Greek government's debt repayment capability and the difficulty it will have in achieving economic growth in the near future.
Greece faces the long and arduous task of reforming the structure of its economy, Dagong said, adding the nation is unlikely to register economic growth in the short-term.
A decrease in domestic demand in Greece will drag its economy down by 3.6 percent this year, marking the third consecutive year of the country's recession, Dagong said.
The economy won't see growth until 2013, according to the credit rating provider.
It also said that it will be increasingly difficult for Greece to meet its previously announced plan for fiscal budget cuts in 2011 and even more unlikely that it will achieve its fiscal consolidation goals.
Dagong said Greece's debt is building up and is unlikely to stabilize anytime soon.
Greece's debt reached 142.8 percent of its gross domestic product by the end of 2010. The agency predicted that the figure will mushroom to 163 percent in 2015 and then fall slightly to 151.3 percent in 2020.
European officials are rushing to put together their second bailout plan in two years to stave off renewed financial turbulence in the region.
Dagong shed doubts on whether the new rescue plan will be hammered out successfully and take effect. It was also skeptical of Greece's ability to accomplish structural reforms and sell state-owned assets when the new bailout plan is unveiled.
