Thailand's Patcharajutar continues Beijing Pearl Golf Challenge reign

After struggling earlier in the year, Thailand's Patcharajutar Kongkraphan put to rest any talk of a sophomore slump Saturday when she successfully defended her Beijing Pearl Challenge title, winning the 50,000-U.S.-dollar tournament, the fourth leg of the China LPGA Tour season.

On the strength of a five-under-par front nine, the 19-year-old Khonkaen native carded a final round 68 over the Orient (Beijing) Pearl Golf Country Club for a score of eight-under 208, four strokes better than fellow Thai Porani Chutichai (69) and overnight leader Yao Hsuan-yu (74) of Chinese-Taipei.

"This week my putting was very good. I only had one three-putt all week and I was able to save a lot of holes," Patcharajutar said. "Before the tournament I felt happy going in. Even if I didn't win, I was coming in as defending champion and was feeling good."

Starting the day with a two shot lead, Yao birdied the first hole to get to seven-under. Patcharajutar, the 2008 World Junior champion, birdied the second and got to within a stroke of the lead when Yao bogeyed the third.

The fourth hole proved the turning point as the big-hitting Patcharajutar found the green on 552-yard par-five in two and then made a 40-foot putt for a two-shot swing as Yao could only par. With a one shot lead, Patcharajutar then birdied the next hole and picked up another stroke at the par-three seventh to make the turn at 31 for a two-shot lead.

As Yao struggled to three-over on the back nine, Patcharajutar finished with a birdie three on the 11th hole and two late bogeys for the victory worth 7,500 dollars.

"Last night I called my coach and he told me to be conservative on the par-fives and play safe, but I must be aggressive on the par-fours," said Patcharajutar who first started playing golf at 12 with her policeman father. "After the fourth hole, that was really the changing point as from there on every hole I think I can make birdie.

"I'm looking forward to the Yantai (Yangmadao) Challenge. Last year the weather was bad, so hopefully in two weeks it will be better and I'll have another chance to win."

A tearful Yao who confidently predicted she would beat Patcharajutar following the second round, said "everything" had gone wrong for her in the final round, including a double-bogey seven on the last.

"Today was not good," said the 18-year-old who helped Chinese Taipei to a team bronze medal at last year's Asian Games. "My driving, irons and putting didn't work out. Maybe it is not my time to win my first tournament. I feel disappointed because I was so close to winning."

China's Tian Hong (71) was equal fourth, six shots off the pace, while compatriots Ren Xiaozheng (73) and first-round leader Pan Yanhong (73) were a shot further back. Chinese veteran Yang Hongmei playing in the final group, closed with bogeys on three of her last four holes for a 74, tied for equal seventh with Thailand's Tanaporn Kongkiakrai (71).

The third year of the CLPGA Tour features 16 events culminating in the 250,000-dollar Hyundai China Ladies Open this December in Xiamen, Fujian province. The next tournament is the Yantai Yangmadao Challenge, June 10-12, in Shandong province.

Cambodia insists to table temple's management plan at WHC meeting: Thai minister

The Cambodian government insisted to put management plan of Preah Vihear Temple on the meeting table of the 35th World Heritage Committee, Thailand's acting Minister of Natural Resources and Environment Suwit Khunkitti said on Saturday.
The caretaker minister said that Phnom Penh rejected a plan proposed by the United Nations Educational, Scientific and Cultural Organization (UNESCO) to delay the consideration of management plan for the ancient temple until Thailand and Cambodia finish border demarcation.
Suwit told reporters while he was visiting Chiangmai Zoo that the two-day meeting at the UNESCO's headquarters in Paris ended in deadlock as the Cambodian delegates led by Deputy Prime Minister Sok An were against the idea of postponement of the management plan for Preah Vihear, which was listed as World Heritage Site in 2008.
He said a fresh talks on the issue between Thailand and Cambodia may be re-organized again just before the 35th session of UNESCO's World Heritage Committee (WHC) scheduled to be held on June 19-29.
The UNESCO-organised meeting was scheduled prior to the meeting of the World Heritage Committee in an attempt to resolve the two countries differences.
Thailand requested that the WHC defer consideration of Cambodia 's unilateral Preah Vihear management plan until the International Court of Justice (ICJ) rules on Cambodia's complaint and until border demarcation between the two countries is completed.
Cambodian delegations, however, insisted that the country was rightful to propose management plan for the temple and they were against Thailand's proposal on the postponement in which they also asked to amend two or three points.
The Paris-based UN cultural branch said in a statement following the meeting that the UNESCO Director-General Irina Bokova expressed her disappointment on Friday after Thai and Cambodian delegations failed to reach an agreement on disputes over the Temple of Preah Vihear.
"I appeal to both countries to pursue efforts towards achieving a common agreement before the World Heritage Committee session in June in a spirit of cooperation and constructive dialogue," the UNESCO chief said.
Last month Cambodia asked the ICJ to clarify a 1962 ruling on the ancient temple on its disputed border with Thailand following recent armed clashes between the two neighboring countries.
The border between Thailand and Cambodia has never been completely demarcated. Although the International Court of Justice in 1962 awarded the temple to Cambodia, but Thailand claims the ownership of 4.6 square km of scrub next to the temple.
As Cambodia successfully listed the temple as a World Heritage Site in July 2008, border tension flared up, triggering military build-up on both sides and sporadic clashes.

China issues third-party payment licenses to regulate, spur online business

The issue of third-party online payment permits in China this week will boost the sector's development through giving it a legal status, analysts said.
The People's Bank of China (PBOC), or the central bank, on Thursday announced its first batch of electronic payment licenses to 27 qualified third-party online payment platforms, including Alipay, Tenpay and 99bill.
It also stipulated that all the third-party payment businesses should obtain licenses before September, or cease doing business.
The move has long been awaited after the central bank said in June last year that non-financial institution payment service would be regulated, and that all businesses involved in the service must get licenses before Sept. 1, 2011.
The license covers payment transactions such as Internet payment, mobile phone payment, bank card acquiring service, issuance and accept of prepaid cards and currency exchange.
The move provides a legal status for the third-party payment sector so that it can develop in a more standard and healthy way, said Zhang Meng, an analyst with Analysys International, an Internet market information provider.
Third-party payment enterprises refer to those non-financial operators who work as the third party between buyers and sellers to provide payment settlement through Internet, telephones or mobile phones.
China has the world's highest number of Internet users, with about 457 million netizens, among whom 148 million were active online shoppers as of the end of last year.
China's online payment topped 1.09 trillion yuan (167.29 billion U.S. dollars) last year. The figure was 397.3 billion yuan in the first quarter this year, almost doubled year-on-year.
99bill CEO Guan Guoguang called the issue of the third-party payment licenses "a milestone" for China's e-payment sector.
Requiring that enterprises must be licensed to operate e-payment businesses will help standardize the sector, improve services and boost integration of e-payment and e-commerce, said Guan.
The first group of e-payment license holders include Alipay.com Co. Ltd, a unit of Alibaba Group Holding which owns the country's largest e-commerce website Alibaba.com Co. Ltd.; China UMS, a unit of China UnionPay Co. Ltd; Tenpay.com, an e-payment platform developed by Chinese Internet giant Tencent Holdings and Shengfutong, launched by Shanda Interactive Entertainment.
Five applicants, however, failed to get licenses.
Businesses with licenses will attract more investment and high-end personnel, says iResearch analyst Cheng Shanbao.
For those without a license, they will be merged or have to pull out of the sector, according to Yeepay CEO Tang Bin.
The central bank selected enterprises that have good management and risk control systems, as well as profit prospects, Zhang Meng said.
Mergers are inevitable as the cut-off date of Sept. 1 is approaching, he added.
The third-party payment enterprises mainly profit from 1 to 4 percent fees, but analysts believe profits from the fees might be reduced due to fierce competition.

One person was killed and two others were seriously injured in a Friday-night attack in Saiburi district of southernmost Narathiwat province in Thailand, police said on Saturday.
The police said that unknown number of gunmen on motorcycles opened fire with AK-47 assault rifle on a six-wheel truck which was running on Pattani-Narathiwat road.
Then the assailants set fire to the truck making the truck driver dead instantly at the scene and two others seriously wounded.
The suspects were able to flee the scene immediately. The police blamed separatist insurgents for the incident.
Over the past seven years since the violence renewed in the Muslim-dominant region in 2004, almost 10,000 insurgent attacks have taken place in the southernmost provinces -- Pattani, Yala and Narathiwat. More than 4,400 people have been killed but no credible group has claimed responsibility for the violence.

Bangladeshi PM inaugurates National Vitamin A Plus Campaign

Bangladeshi Prime Minister Sheikh Hasina Saturday inaugurated the National Vitamin A Plus Campaign- 2011 with a call to play effective role by all concerned to make the program a success.
The prime minister formally launched the campaign nationwide by administering vitamin A capsules and deworming tablets to a number of children at her official residence here in Dhaka.
While inaugurating the campaign, the prime minister urged all concerned including teachers, students, political leaders and professionals to raise mass awareness to make the program a success.
Under the program, about 19 million children aged one to five years will be reached with life-saving vitamin A capsules and about 17 million children aged two to five years will receive deworming tablets.
The campaign would be conducted by the Institute of Public Health Nutrition under the Ministry of Health and Family Welfare to reduce risk of child mortality and preventing night blindness of the children due to vitamin A deficiency.
Prime Minister's Health Adviser Syed Modasser Ali told reporters at a press conference earlier on Thursday that health workers and volunteers will administer vitamin A capsules at 140, 000 sites located in health facilities, health centers, schools, as well as mobile sites including bus, boat and train stations, across the country from 8 a.m. to 4 p.m. local time on May 29.
Bangash has been recognized globally as a pioneer in elimination of vitamin A deficiency as the first country in the South Asia to integrate vitamin A supplementation of children aged 1-5 years with the Polio National Immunization Days in 1995, he said.
Due to efforts of the Bangladeshi government and its partners, the coverage of vitamin A supplementation increased from around 50 percent in the mid-1990s to 96 percent in the recent years, Ali said.
On the other hand, the coverage of deworming tablets increased to 85 percent in recent years, he added.
Ali said it is estimated that vitamin A capsules save the lives of over 30,000 children per year in Bangladesh and reduce illness amongst thousands of others.
Night blindness, a sign of severe malnutrition among children, in Bangladesh has slide significantly from 3.7 percent in 1982-83 to 0.02 percent in the recent years.

Thousands of protesters gathered on Friday in central Cairo's Tahrir Square demanding fast trials of Mubarak and other figures in the toppled government, and complaining of the unjustified delay in putting Mubarak and his two sons, Gamal and Alaa, in jail.
