President of Mexico approved a new law reform

Mexican President Felipe Calderon on Friday signed a newconstitution changes, which make it easier to obtain commitment to improve the average Mexican citizens and more transparentjudicial system in the country.

Greek debt may get more relief funds in addition to the existing financing.

A senior eurozone official indicated on Friday that the debt-laden Greece is likely to get more financing in addition to the existing bailout fund.
"I expect the eurogroup to agree on additional financing to be provided to Greece, under of course strict conditionality," Luxembourg Prime Minister Jean-Claude Juncker, who heads the eurogroup of 17 eurozone finance ministers, said today after a meeting with Greek Prime Minister George Papandreou.
Juncker made the remarks as auditors from the European Commission, the European Central Bank and the International Monetary Fund concluded a month-long review of Greek finances.
The auditors said Greece is due to receive the next 12-billion-euro (17.4-billion-dollar) tranche of its existing 110-billion-euro (159-billion-dollar) bailout this July, but needs to swiftly introduce further austerity and structural reform measures to fend off its sovereign debt crisis.
The EU and the IMF agreed on a 110-billion-euro bailout of Greece in May last year after the eurozone country could not refinance its mountain debts in the markets. In return, Athens has to take ambitious measures to bring its house back in order.
But after a promising start, the Greek plan to exit the crisis has gone off track due to recession, a shortfall on revenues and delays in the implementation of structural reforms.
Speculation mounted recently that Greece would have to restructure its debts sooner or later, forcing the EU to consider further support to Athens.
Juncker said the additional bailout would for the first time include involvement of private creditors such as banks and investment banks on voluntary basis and they would be asked to share the burden of giving Greece more time to pay back the debts.
"This conditionality will include private sector involvement on a voluntary basis and this private sector involvement will have to be negotiated with private creditors," Juncker said.

The US unemployment climbed to 9.1 percent in May from 9 percent, according to report from Labor Department.

The sluggish economic data raised concerns about economic prospects as investors worried that the U.S. economy might fell into a double-dip recession. The equity markets were hurt badly on Wednesday as three major stock indexes in New York markets tumbled more than 2 percent, biggest one-day drop since last December.
The rating agency Moody's on Thursday said that the risk of short-lived default is mounting if the United States does not raise its debt ceiling in coming month and warned to downgrade the U.S. Aaa sovereign ratings.
The risk-aversion appetite emerged in the markets and pushed up the price of treasury bonds. The 10-year Treasury bond's yields dipped to below 3 percent, first time this year, providing another evidence of the markets' rising fear.
The dollar, which is regarded as safe-haven investments when volatility increased in the markets, however, was down this week as the dollar index lost 2.4 percent this week.
Greece saw hope to resolve its deepening debt crisis as international agencies agreed on Friday to give out another financial aid. According to a joint statement, the next round of bailout funds for Greece from the International Monetary Fund, European Central Bank and European Commission may be available in early July.
Greece has also made commitments to accelerate a privatization program to raise about 50 billion euro, or 72 billion dollars by 2015, after it agreed on Thursday to cut its 2011 budget deficit by 6.4 billion euros.
The euro surged more than 1 percent by the hope of Greece debt problems on percent. The shared currency gained 2.1 percent against the dollar this week.
The dollar also lost ground against other currencies this week. It lost 1.1 percent against the Swiss franc and shed nearly 1 percent against the Japanese yen.

The warning came from the U.S. Centers for Disease Control and Prevention (CDC), The Los Angeles Times said on its website.
The agency also advises anyone who has traveled to the country and has become ill with symptoms of E. coli poisoning -- bloody diarrhea, stomach cramps or more serious symptoms -- to see a doctor immediately, the report said.
Also on Friday, U.S. health officials assured American consumers that the U.S. has not been affected by the E. coli outbreak that has swept several European countries.
There is little chance the deadly new strain of E. coli bacteria affecting Germany and other European countries will have any significant impact here, said David Elder, director of the U.S. Food and Drug Administration's Regional Operations.
"This outbreak has not affected the U.S.," he said, adding that all tomatoes, cucumbers and lettuce imported from Germany and Spain being tested.
Samples from these shipments will be tested for E. coli before being released into the U.S. market, he said.
"Any products found to be contaminated will be refused admission into the U.S. and any future shipments will be detained upon entry," he said.
There is no reason for Americans to alter where they shop, what they buy, what they eat, he said, noting that the U.S. food supply "is not in jeopardy."
Produce from Europe makes up less than 0.2 percent of all produce imported into the United States, and very little of that European produce comes into the country this time of the year, according to Elder.
Eighteen people have died of possible E. coli poisoning in Europe during the ongoing outbreak, whose cause, however, remains unknown. Officials have pinpointed produce as the prime suspect.
The strain of E. coli causing illness in Europe is very rare, CDC officials said.
The CDC "is not aware of any confirmed cases of this infection ever reported in the United States," said Chris Braden, director of the agency's Foodborne Waterborne and Environmental Diseases division.
To date there have been four suspected cases of infection in the United States, Braden said, and "in each case the suspected case has been identified as persons who recently traveled to Hamburg, Germany." ( "At this time we have no reason to believe and no expectation that this will spread in our country," he said.
Adding a word of caution, Don Kraemer, the FDA's deputy director of the Center for Food Safety and Applied Nutrition, said during the press conference that "we haven't had this strain of E. coli in the United States and hopefully we never will."

"We enjoin the NDFP to continue having faith in this mechanism. The government remains committed to stay the course and discuss whatever it takes to bring a just and lasting peace for the country," she added.
The NDFP is the political wing of the Communist Party of the Philippines-New People's Army.

Administrative support EU pension reform in Slovenia

European Council President Herman Van Rompuy voiced support Friday for Slovenia's effort on pension reform, saying that such reform is inevitable.
Speaking to reporters after meeting Slovenian Prime Minister Borut Pahor, Van Rompuy said that 22 EU members, including Slovenia, have committed to adjusting their pension system to ensure sustainability of the social system and public finances.
Even if the pension reform is voted down temporarily, it will eventually bounce back on the agenda, Van Rompuy said.
The EU chief made the remarks ahead of Slovenia's referendum on pension reform Sunday.
Pahor also reiterated his cabinet's determination to strive for the success of the reform.
The European Commission has for years been prompting Slovenia to reform its pension system and thereby shore up its public finances.
The Slovenian government-sponsored pension reform has won support of many people in the country.
Slovenia needs such reform because it brings "more benefits than downsides, and its advantages far outweigh its imperfections," local economists believe.
However, the outcome of the scheduled referundum is far from certain as a latest survey shows that more than one third of those questioned gave negative answers, while 29 percent were undecided.

Pakistan, India fail to make breakthrough progress in the negotiations

Senior Pakistani and Indian interior ministry officials Friday ended two-day talks in Islamabad to introduce a "relaxed visa regime" and to promote people-to-people contacts, but failed to make any breakthrough.
The two sides, however, agreed to the discussions on the new visa agreement and the next meeting of joint working group will be held at New Delhi before the end of August, a joint statement said.
"The discussions were held in a friendly and cordial atmosphere, " said the statements, adding the two sides discussed details and modalities of visa facilitation with a view to easing travel for nationals of either country desiring to visit the other.
The two sides also discussed amendments in the existing visa agreement and agreed to continue the discussions in the next meeting at New Delhi for finalization at the next Home/Interior Secretary level talks in Islamabad, it said.
The meeting examined the modalities for streamlining the visa procedures and to finalize the draft of bilateral visa agreement.
It was the first meeting of the joint working group, which was held in pursuance of the decision taken during the Pakistan-India Interior/Home Secretaries level talks held in New Delhi in March 2011.
The Pakistan delegation was led by Additional Interior Secretary Nasar Hayat and the Indian delegation was led by G.V.V. Sharma, Joint Secretary (Foreigners) of the Ministry of Home Affairs.
Sources said that during the talks, a proposal was discussed to relax norms for issuance of visa to journalists, businessmen, senior citizens and patients traveling for medical treatment but they failed to reach an agreement.
Under the proposal, the visa issued for journalists, businessmen, senior citizens or patients traveling for treatment will not be city specific and visa holders would be allowed to travel across the country, according to officials.
Indian Home Minister P. Chidambaram says India is "positive" to liberalize visa regime with Pakistan to facilitate greater people- to-people contacts between the two nations.

The Secretary for Home Affairs in Hong Kong Tsang Tak-sing said Friday that four local intangible cultural heritage items had been successfully inscribed onto the third national list of intangible cultural heritage.
The newly inscribed four heritage items include the Cheung Chau Jiao Festival, the Tai O dragon boat water parade, the Tai Hang fire dragon dance and the Yu Lan Ghost Festival of the Hong Kong Chiu Chow community.
According to Tsang, the government of the Hong Kong Special Administrative Region (HKSAR) will link closely with the bearer organizations to take forward measures for preserving, promoting and transmitting these parts of Hong Kong's cultural heritage.
"The four items all have unique characteristics and cultural value. In spite of modernization and urbanization, they have been passed on from generation to generation and helped maintain the bonds of people in local communities, which has made the events particularly valuable," said Tsang.
"We will continue our commitment to preserving and promoting local heritage and will also encourage the participation of the community in supporting the continuation and development of Hong Kong's traditional culture.
"The HKSAR government is now conducting a territory-wide survey of intangible cultural heritage in Hong Kong that is expected to complete in 2012. The first inventory of Hong Kong's intangible cultural heritage will be compiled using data collected through the survey. This will help formulate comprehensive safeguarding measures for local intangible cultural heritage," said Tsang.
The HKSAR government submitted an application for these four items to be inscribed onto the third national list of intangible cultural heritage in September 2009. And the four items fall within the category of "social practices, rituals and festive events" set out in the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage.

"Russia is currently at the final stage of talks on WTO accession. WTO has certain agreements with regard to sanitary and phytosanitary measures. Thus, Russian authorities are acting against them," Fernando Valenzuela, the EU envoy to Russia, told reporters.
"Of course, Russia has no legal obligation to comply with the WTO rules, but it wants to join the WTO even this year," he said. "So the logic is: Russia should follow the WTO rules and principles already now but not wait until the last moment when it joins WTO."
Valenzuela said the EU considered Russia's ban "unsubstantiated" as "there is no sufficient scientific basis to justify a ban that is across the board for all EU member states."
"For these reasons we demand that the ban should be urgently lifted," he said.
Russia, which has been seeking WTO membership for more than 15 years, is the largest economy remaining outside the global trade watchdog.
Russia on Thursday banned the import of all fresh vegetables from all EU member states because of an outbreak of the E.coli bacteria. However, Russia's ban was rebounded by the European Commission which had lodged a protest against Russia later in the day.

Indian Defense Minister asked DRDO to develop 5,000 km range missile

Indian Defense Minister A.K. Antony Friday asked the country's Defense Research and Development Organization (DRDO) to exhibit its capacity to develop 5,000-km range ballistic missiles at the earliest.
"DRDO must demonstrate the capability to develop missiles of the range of 5,000 km at the earliest. This is a challenge for the DRDO and I hope they will successfully meet this challenge at the earliest," the minister said at a gathering of defense scientists in the national capital.
He also urged the DRDO to build a credible missile defense system for the country.
"The interceptor missile defense program has taken India into the elite club of nations that possess the capability to demonstrate this technology. DRDO should now concentrate on developing a credible ballistic missile defense for the country," the minister said.

British researchers said the new copper can prevent E. coli

 Laboratory tests conducted by British researchers indicate that copper could be effective in stopping a new strain of E. coli infection that has killed 18 people.
Professor Bill Keevil, director of the Environmental Healthcare Unit at the University of Southampton, said researchers there have not directly worked with the new E. coli strain in Germany, where the outbreak reportedly began last week, because it is so recent "but we expect that it will die quickly on copper, just like the other E. coli strains."
Meanwhile, Germany's national disease control center says almost 200 new cases of E. coli infection were reported in the first two days of June, bringing the number of cases in the country to 1,733. Eighteen people have died, all but one in Germany.
The Robert Koch Institute said Friday that 520 of those sickened are suffering from a life-threatening complication that can cause kidney failure.
Keevil said experiments have shown that on a dry copper surface, 10 million E. coli bacteria were eliminated within 10 minutes. On a wet copper surface, one could expect a total kill within around 45 minutes.
"This is due to the release of copper ions which inhibit respiration, make the cell membrane leaky and destroy the DNA (of the bacteria)," Keevil said.
The professor suggested using copper as a touch surface in food preparation areas as an addition to recommended hygiene measures.
"I believe this would help reduce the spread of infection because as soon as a pathogen lands on a surface it will begin to die," he said.
The World Health Organization recommends that to avoid food-borne illnesses, people wash their hands, keep raw meat separate from other foods, thoroughly cook their food, and wash fruits and vegetables, especially if eaten raw. Experts also recommend peeling raw fruits and vegetables if possible.
Suspicion for the cause of the outbreak has fallen on raw tomatoes, cucumbers and lettuce but researchers have been unable to pinpoint the exact source.
The WHO says nine other European nations have reported a total of 80 people sick from the bacteria, most of whom had recently visited northern Germany.
Meanwhile, kidney specialist Dr. Reinhard Brunkhorst, the president of the German Nephrology Society, told reporters in Hamburg that hospitals are now seeing fewer new infections reported each day, though cautioned that "it may be less, but it's not over yet."
"There is no reason for hysteria, because it's not spreading and it's not increasing -- it's decreasing," he said.
The outbreak is considered the third-largest involving E. coli in recent world history, and it is already the deadliest. Twelve people died in a 1996 Japanese outbreak that reportedly sickened more than 9,000, and seven died in a Canadian outbreak in 2000.

Former Manchester United and Real Madrid striker, Van Nistelrooy agreed a one year deal with Malaga at the start of the week and was welcomed by 14,000 fans in the La Rosaleda Stadium.
Although he will be 35 at the start of next month Van Nistelrooy has the option to sign for a second season, and he told the fans that he expects to end his career playing on the south coast of Spain.
"I am looking forward to playing in this ground and giving everything that I have got. This is the perfect end to my career," he said.
Van Nistelrooy won two league titles with Real Madrid before joining Hamburg on a free transfer 18 months ago.
"I am very happy to return to Spain and to a place like Malaga, I am looking forward to working with good players and I am excited by the plans that the club has got. We have got good conditions and good people to organize the club. It is no different to the big clubs that I have played for," he said.
Despite his age and a career troubled by knee problems, Van Nistelrooy assured the fans that fitness would not be a problem for him.
"I played 44 games in the past year and a half and physically I am in perfect shape. I have played for the Dutch national team again and that has given me extra motivation. I feel good and I feel strong. Now what a good striker has to do is score a lot of goals," said Van Nistelrooy.

On Wednesday he finally broke his silence on radio station Cadena Ser, although he did complain about the UEFA sanction.
"It has been over a month and I still don't know why I have been suspended...I think I should at least have the right to defend myself, I am going to go as far as I can to do that," said Mourinho.
The coach took Real Madrid to second place in the BBVA Primera Liga and the semi-finals of the Champions League and saw his side win the Copa del Rey. When asked whether his second season in charge would be better, Mourinho was guarded in his reply.
"My second season was better when I coached Porto, Chelsea and Inter Milan, but it doesn't mean it will be this time. It is not easy to improve on what we have done, to do that we would have to win the League, reach the final of the Champions League and win the Copa del Rey again," he said.
Mourinho also spoke about Atletico Madrid, Sergio 'Kun' Aguero, who has said that he wants to leave the Vicente Calderon Stadium. Real Madrid looks to be a possible destination, and although such a move would destroy relations between Real and Atletico, Mourinho didn' t hide his admiration for the 22-year-old Argentinean.
"Kun is a fantastic player and we can't be scared about saying that, however, he is an Atletico Madrid player and Real Madrid don't talk to players before first of all having reached agreements first with their clubs," he said, before adding that Real Madrid had no plans to sell either Gonzalo Higuain or Karim Benzema.
Finally Mourinho admitted that Madrid were keen on turning the loan deal of Manchester City forward Emanuel Adebayor into a permanent move.
"We are negotiating and the player wants to continue here. He is important," said the Real Madrid coach.

Vietnam to set priority in curbing inflation, stabilizing macro-economic

Vietnamese Prime Minister Nguyen Tan Dung released his evaluation report on Friday after government's regular monthly meeting, praised initial results of the implementation of the government's resolutions on curbing inflation and stabilizing macro-economy in the first five months of 2011.
The report said after the government's measures on tightly controlling credit, gold and USD market and slashing public investment, the country's industrial production and export turnover continued to increase during the period as well as the people's living conditions, especially of those poor and needy people.
According to the report, the foreign exchange market showed positive signs; state banks bought more foreign currencies from the people and businesses, the interest rate in the market gradually decreased.
Vietnam's total export turnover in May reached 34.7 billion U.S. dollars, up 32.8 percent year-on-year, up three folds over the planned target. The consumer price index (CPI) in May increased 2. 21 percent, 12.07 percent against that in last December. Average CPI in the first five months increased 15.09 percent year-on-year.
Vietnam will continue making priority over curbing inflation and stabilizing macro-economy, trying to control inflation rate at 15 percent, GDP growth of 6 percent and budget deficit below 5 percent this year. Implementation of the government's Resolution No. 11 continues to be strictly implemented, Dung said.
Vietnamese government's regular monthly meeting was held on June 1-2. During the meeting, participants discussed the government's draft resolutions on the state administration renewal during 2011-2020, on global economic integration enhancement during 2011-2015 and vision to 2020, among other issues.

North Korea said it would take military retaliation

A spokesman for the General Staff of the Korean People's Army (KPA) said Friday the military will take retaliatory measures against South Korea for slandering the socialist system in the Democratic People's Republic of Korea (DPRK).
South Korean troops in various areas, including Yangju and Inchon city, Kyonggi Province, displayed "slogans and posters slandering the socialist system in the DPRK," the spokesman said in a statement.
Angered by the latest provocation from the South, the KPA spokesman demanded the South Korean authorities punish those who committed the "most hideous crimes" and make a formal apology.
Otherwise, the spokesman said all the three services of the KPA and the Worker-Peasant Red Guards will launch retaliatory military actions.

Concreting of a record long steel-concrete composite truss-beam bridge in northwest China was completed Friday.
The super large bridge at Houhecun is the key part of a 268.5-km railway that connects Xi'an, capital of Shaanxi Province, with the city of Pingliang in Gansu Province.
The bridge is built with 82-meter trussed beams of 80-meter clear span, the country's first such railway bridge. It is the longest among all the steel-concrete composite truss-beam railway bridges in the world.
Construction of the bridge started in July 2010, and the railway is scheduled to be completed in 2012, which will join with the country's northwestern express railway network and connect Lianyungang-Lanzhou railway with Baoji-Zhongwei railway.

Chinese wind turbine manufacturers are racing to develop increasingly large turbines

 Chinese wind turbine manufacturers are racing to develop increasingly larger turbines this year, industry officials said.
The latest progress in this area has been made by Huayi Electric, a leading Chinese wind turbine manufacturer, which announced on Friday that it will shift about one-quarter of its 190 million yuan (29 million U.S. dollars) in funds raised from non-publicly issued stocks to strengthen the development of its 6-megawatt (MW)-capacity wind turbines.
Huayi said the earmarked funds of 45 million yuan were previously planned to be used to develop 5-MW turbines.
In late May, Sinovel, China' s largest wind turbine manufacturer, announced that it had produced a 6-MW prototype that can be used on onshore, offshore and inter-tidal wind farms, the first of its kind in the country.
Huayi' s strategy of developing even larger wind turbines is based on an agreement signed on May 10 with the Netherlands' MECAL B.V, a famous wind turbine designer, to jointly develop 6-MW offshore wind turbines.
Under their agreement, Huayi and MECAL B.V will complete a 6-MW prototype for use on offshore wind farms before March 2013. Huayi will have exclusive ownership and use of the turbines. The prototypes will be installed in September 2013.
In addition to Sinovel and Huayi, other leading Chinese wind turbine manufacturers, including Goldwind and Guodian United Power, have set out to develop 6-MW turbines.
In November 2010, Goldwind announced that it would invest 550 million yuan in its branch in east China' s Jiangsu province to develop 6-MW direct-drive permanent magnetic wind turbines. It will launch a 6-MW prototype in early 2012.
Sinovel previously announced that it is engaged in developing even larger 10-MW turbines, without offering any details on the project.
At present, 1.5-MW wind turbines are the most common types of turbines used in the Chinese wind power industry. China has only a few turbine manufacturers capable of producing 3-MW and 5-MW turbines.
Last October, Sinovel and Xiangtan Electrical Machine Co. Ltd. (XEMC), based in central China' s Hunan province, both produced their own 5-MW prototypes.
Industry officials said leading Chinese wind turbines manufacturers are obsessed with developing 6-MW turbines because they wish to sharpen their competitive edges.
Tao Gang, vice president of Sinovel, said "with the development of the Chinese wind power industry, particularly offshore wind power, it has become an inevitable trend for wind farms to use larger capacity turbines because of their higher efficiency and smaller maintenance costs."
Shi Lishan, deputy director of the new energy and renewable energy department of the National Energy Bureau (NEB), said "offshore wind power is the direction of international energy development. It is also a priority for the development of China's wind power industry."
In 2010, China's offshore wind power industry had a total installed capacity of 106 MWs, the sixth largest in the world, according to the China Wind Energy Association (CWEA).
In October of 2010, China completed a public tender for four offshore wind farms in Jiangsu Province, totaling 1 gigawatt (GW) of installed capacity. Construction on the wind farms will start this year.
Industry officials estimate China will have 5 GWs in installed capacity in 2015 and expand it to 30 GWs by 2020.
